This position is responsible for providing day-to-day supervision and direction to subordinate skilled and semi-skilled unionized personnel involved in multiple site installation, repair and maintenance of Narragansett Bay Commission (NBC) wastewater collection system facilities in conformance to all NBC, State, Federal and Local regulatory guidelines.  Directs subordinate staff in the daily maintenance and repair activities performed. Responsible for setting priorities on work tasks, rendering technical advice for repairs and/or maintenance activities. Delegates daily work tasks and monitors work progress. Responsible for resolving personnel problems; including, but not limited to issuing safety warnings in the field; maintenance problems; scheduling conflicts; and other issues pertaining to work progress. Responsible for communicating personnel problems deemed significant, where it affects work progress, to Management.  Performs other duties as assigned, within skill and experience capabilities.

Graduate of a four-year technical High School program (mechanical repair, construction trades, mechanical technology, etc.) plus two years previous skilled trades supervisory work experience. Voluntary certification in Wastewater Collection System Operator Grade III is desirable.  Must demonstrate proficiency with computer office programs such as MS Word, Excel and other related programs.

Responsible for installing, maintaining, and repairing a variety of medium-voltage equipment within the plants, facilities, and grounds. Installs, tests, troubleshoots, and maintains a variety of plant and high voltage electrical equipment, such as motors, pumps, gauges, switches, and other equipment. Performs general electrical preventative maintenance within plant property and at remote facilities and locations. Inspects the plant’s lighting, fire alarm systems, generators, and other electrical equipment, identifies problems, and performs required repairs. Completes appropriate paperwork regarding daily activities. Installs and repairs electrical and instrumentation systems or provides related assistance. Ensures the safety of worksites and job activities. Works with contractors performing electrical work and assists with inspecting and approving projects. Performs other duties of a similar nature or level.

High school diploma or GED, and 4 years of progressively responsible electrical experience in a high voltage environment, or, an equivalent combination of above to sufficiently and successfully perform the essential duties of the job. Must possess a journeyman electrician’s license. Valid driver’s license in good standing. Within one year of appointment must possess a Wastewater Operator Grade 1 license (OIT certificate) issued by the RIDEM.

ENVIRONMENTAL ANALYST

The New England Interstate Water Pollution Control Commission is seeking well-organized and highly-motivated candidates to serve as an Environmental Analyst to work on the coordination of NEIWPCC’s wastewater training schedule including production of the catalog, selection of courses, distribution of course information, and managing venues.  Will coordinate Youth in the Environment program based in Lowell.  Will work with NEIWPCC’s Workgroups and Commissioners to identify and address region priorities for residuals and NPDES.

The successful candidate will have a bachelor’s degree in civil or environmental engineering, environmental studies, natural science, public health, earth science, biology, chemistry, or related field.

Must possess excellent communication skills, both verbal and written, as well as superior organization skills and the ability to think and act in a broad collaborative style. Must be comfortable in group settings and possess a diplomatic and welcoming approach to others. Knowledge of budget preparation and contract management desired.

PROGRAM MANAGER-ENVIRONMENTAL ENGINEER

Lowell, MA

The New England Interstate Water Pollution Control Commission (NEIWPCC) is seeking energetic, experienced candidates for a Program Manager – Environmental Engineer. Will manage NEIWPCC’s training program for the continued training of compact-members state water quality professionalsand act aslead trainer on some of NEIWPCC’s municipal and/or industrial wastewater treatment offerings. Will also serve as project manager on engineering projects for wastewater facilities. Will assist the Division Director in developing and implementing plans and goals for the department.

The Program Manager will work with NEIWPCC’s Commissioners, the lead environmental agency training staff, and state and regional wastewater associations to ensure that proper and sufficient training is provided to regional wastewater treatment operators. Oversee NEIWPCC Trainers workgroup and coordinate, working with Division Director, NEIWPCC’s Wastewater Ad-hoc Training Task Force. Work collaboratively with programmatic staff throughout the Commission.

The successful candidate will have a master’s degree in environmental or civil engineering; a Professional Engineer’s license with current registration preferred. Ideal candidate will also possess a Municipal Grade 4 or higher wastewater license from the Commonwealth of Massachusetts or other New England state. Experience with operation of wastewater treatment utility and facility reconstruction preferred. Must possess excellent communication skills, both oral and written, as well as superior organizational skills.

The Town has an opportunity for an experienced Wastewater Operator to join the team at the Wastewater Treatment Facility. The Wastewater Operator II position, referred to as the Chief of Operations, performs the duties of a foreman on a daily basis and is in charge of the treatment plant in the absence of the Wastewater Superintendent and Assistant Superintendent. The position is responsible for process control of the entire plant, assigning operating staff to the liquid and solids handling systems, performing routine plant testing program and research work and providing the Superintendent and Assistant Superintendent with information on treatment status and process efficiency, as well as some administrative tasks as needed.

DUTIES/RESPONSIBILITIES: 

The Process Monitor is responsible for monitoring the data from the plant’s computers and electronics and adjusting operations to maintain compliance with standards and regulations.  Serve as a lead to lower level staff regarding the operation of the plant and troubleshooting problems.  Monitor and operate a variety of computers and electronics in the monitoring of plant operations.  Monitor plant readings and adjust plant levels based on operational procedures and guidelines in order to maintain proper plant operations.  Maintain a variety of logs, reports, and documentation regarding plant operations and readings.  Oversee and/or respond to alarms or operational problems within plant property and at remote locations and takes corrective action based on defined procedures or supervisor direction.  Assist with completing applicable regulatory reports and working with related agencies.  Skill in operating a computer and applicable software applications.  Perform all duties of an Operator I or II as assigned.  Perform other duties of a similar nature or level.
